Fix voting rights first.
Health care, finance, etc? All important.
But everything comes from the right to vote.
People demand certain grades of ID for voting? Sure. Make voting-grade ID free, and require the issuing offices to be open 24x7. Every day but voting day. To do otherwise restricts the right to vote.
