While wrong, it's not legally binding or anything. And Debian systems *do* ship the full text of the GPL.

@zhenech: Ack. It was about a BSD-licensed software, though. I assume that the cause is that this wording is mostly used with rather lengthy GPL and that it's purely a copy and paste mistake — an embarrassing one, though.
